Report on Administration According to Law Held by Beijing Municipal Science & Technology Committee

In order to carry out Outline of Fully Implementing Administration According to Law (the “Outline”) issued by the State Council and People’s Government of Beijing Municipal, Implementary Opinions on Fully Implementing Administration According to Law, and to implement the administration according to law in science & technology management, Beijing Municipal Science & Technology Committee invited Director Zhou Jidong of Legal Affairs Office of People’s Government of Beijing Municipal to make a vivid report on administration according to law to the officials of Beijing Municipal Science & Technology Committee and the members of direct branches under Beijing Municipal Science & Technology Committee.

Director Zhou’s report focused on the following three aspects, i.e. significance and meaning of administration according to law and the several work needed to be carried out currently. The report took Beijing practice of administration according to law into account. Director Zhou pointed that administration according to law is an important guarantee in building harmonious society of socialism and a basic rule of government running. The proposal of six basic requirements for administration according to law in the Outline demonstrated better understanding of administration according to law. The above requirements are the basic standards that should be observed by the government authority as well. Therefore, six aspects of work provided in the Outline shall be done, including accelerating transforming government functions, regulating the scientific and democratic decision-making system, and etc to carry out administration according to law in Beijing.

Deputy director of Beijing Municipal Science & Technology Committee, Yang Weiguang, presided the report and made conclusion speech. He required that all the divisions, departments and direct branches should think deeply how to carry out the six requirements proposed in the Outline and how to improve our administration work by taking the practice of Beijing Municipal Science & Technology Committee into account.
